A great answer would refer to previous examples where the freelancer was presented with specific measurable objectives. Then they could show how they designed a tactic or set of tactics that achieved those results, with a demonstrable positive ROI. They could also explain how they would assess the project under consideration, what obstacles they saw, and options to achieve the results according to the budget available.
This question goes to the heart of what is required from a B2B Marketing freelancer - assessing what is required from a business perspective, figuring out how to best achieve that requirement, and measuring that success using an agreed budget to achieve maximum ROI, within an agreed time frame.
